School Board Policy  - Attendance

A good attendance record is a very important part of a student's permanent record. Problems concerning attendance will be handled through the office. The Etowah City School Board has set forth the following attendance policy. This policy applies to grades K-8th.

When a student in grades K-8th returns to school after an absence he/she should bring a note written and signed by a parent explaining the absence. This note must be presented to the attendance representative in the main office.

The attendance supervisor shall oversee the entire attendance program which shall include: (1)

1.  All accounting and reporting procedures and their dissemination;
2.  Alternative program options for students who severely fail to meet minimum attendance requirements; and
3.  Ensuring that all school age children attend school.

The principal shall be responsible for ensuring that: (2)

1.  Attendance is checked and reported daily for each class;
2.  Daily absentee sheets contain sign in/sign out sheets and indicate students present or absent for the majority of the day;
3.  All student absences are verified;
4.  Written excuses are submitted for absences and tardiness;
5.  System-wide procedures for accounting and reporting are followed.

Student attendance records shall be given the same level of confidentiality as other student records. Only authorized school officials with legitimate educational purposes may have access to student information without the consent of the student or parent/guardian. (3)

EXCUSED ABSENCES

A.  Student personal illness: After two (2) days consecutive a doctor or dental note is required, unless requirement is waived by principal. Only two (2) parent notes per six (6) weeks will be accepted.

B.  Death in family - student will be given three (3) days bereavement for immediate family members.

C.  Illness in family requiring child to give temporary help, not to exceed two (2) days in a six weeks. Family is identified as parent, grandparent, brothers or sisters.

D.  Special and recognized religious holidays regularly attended by a particular faith (4).

E.  A one-day absence is provided for students when their parent or custodian is deployed into active military service. A one-day excused absence is also provided for students when the parent or custodian returns from active military service. (5)

The excused absences enumerated above will grant the student permission to make up all work missed without penalty.

Students not having a note will be given an unexcused admit.

Students receiving unexcused absences because of improper verification of absences have three (3) days to obtain proper verification.

Students should note that "Parental Permission" is not sufficient reason for an absence to be excused.

UNEXCUSED ABSENCES
If the student's absence does not come in the excused categories, the student will be given an unexcused absence and not allowed to make up work missed. Three or more unexcused absences, for any reason other than suspension, per six weeks grading period may result in a failing grade no lower than 65.

LATE ARRIVAL PROCEDURE
* Students are considered tardy after 7:45 a.m. and must check in with the staff in the main office.
*Students must have a written parent note with them for the tardy to be considered excused. Examples of excused tardies include power outage, family emergencies, impassable roads, or weather conditions. Oversleeping in not an excused tardy.
*All students are given a warning for their first UNEXCUSED tardy.
*Detention will be given for all other unexcused tardies and will be served at a time designated by the principal.

Early or Afternoon Departure Procedure
If your child is to leave school in any way that is different from their usual means, teacher must be notified in writing by a parent or guardian (note should be signed and dated). Phone calls to make a change will not be accepted. This includes any changes in bus, someone different picking up the child, and going home with someone after school. This is for your child's safety and protection.

please make every effort to schedule appointments for your child after school hours. Early dismissals should be done on a limited basis, and only valid dismissals will be excused. Examples of valid excuses are sickness of student and doctor/dental appointment. Parents should note that "Parental Permission" is not sufficient for an early dismissal to be excused.

Truancy
Truancy is defined as an absence for an entire school day, a major portion of the school day or the major portion of any class, study hall or activity during the school day for which the student is scheduled.

Students who are absent five (5) days without adequate excuse will be reported to the director of schools who will, in turn, provide written notice to the parents/guardians of the student's absence. (2)

Students participating in school-sponsored activities whether on- or off-campus shall not be counted absent. In order t qualify as "school-sponsored", the activity must be school-planned, school-directed, and teacher-supervised.(6) 

Make-UP Work
Those students who have excused absences may make-up work missed. Students returning to school after absences must check with their teachers on the day they return regarding any missed work. Scheduling make-up work is totally the responsibility of the student and failure to fulfill this obligation will result in a loss of credit for the work missed. Students must meet teacher deadlines for completion of make-up work.

State-Mandated Tests/Gateway Exams

Students who are absent the day of a scheduled Gateway Test must present a signed doctor's excuse or must have been given an excused release by the principal prior to testing to receive an excused absence. Students who have excused absences will be allowed to take a make-up exam developed by the teacher that will count as _____% of their grade. (This does not satisfy Gateway requirements) (or) Excused students will
receive an incomplete in the course until they have taken the Gateway test.

Students who have an unexcused absence shall receive a failing grade on the course exam which shall be averaged into their final grade at ______%.

All students who miss a scheduled Gateway Test must take the test at the next administration in order to meet their Gateway diploma requirement.

Credit/Promotion Denial
Credit/promotion denial determinations may include student attendance, however student attendance may not be the sole criterion.(8) However, if attendance is a factor, prior to credit/promotion denial, the following shall occur:

1.  Parents and students shall be advised if a student is in danger of credit/promotion denial due to excessive absenteeism.
2.  Procedures in due process are available to the student when credit or promotion is denied.

Attendance Hearing
An attendance committee appointed by the principal will conduct a hearing to determine if any extenuating circumstances exist or to verify that the student has met attendance requirements that will allow him/her to pass the course or be promoted. (8)


The principal shall be responsible for notifying, in writing, the director of schools and the parents of the student of any action taken by the school.

Any administrative decision regarding attendance may be appealed initially to the director of schools and ultimately to the Board. The appeal shall be made in writing to the director of schools within five (5) days following the action or the report of the action, whichever is later.

All Purchases of supplies, materials, equipment and contractual services in excess of five thousand dollars ($5,000), including those of individual schools, shall be based on competitive bids. These bids shall be solicited by advertisement in a newspaper of general circulation in the district. However, said newspaper advertisement may be waived by the purchasing agent in an emergency. The principal shall serve as purchasing agent in each school.

All purchases of five thousand dollars ($5,000) or less, including those of individual schools, may be made in the open market without newspaper notice, but shall, whenever possible, be based on at least three (3) competitive bids.

The lowest best bid shall be accepted, provided the Board reserves the right to reject any and all bids or any part of any bid and, if applicable, to accept the bid which is best as evidenced by reason relative to the purpose of the purchase. Any bid may be withdrawn prior to the scheduled time for the opening bids. Any bid received after the time and date specified shall not be considered.

The bidder to whom the award is made may be required to enter into a written contract.

The practice of splitting an order or dividing items to be purchased in order to avoid the use of bidding or other purchasing procedures is prohibited.

Contracts for legal services, educational consultants and similar services by professional persons or of high ethical standards shall not be based upon competitive bids but shall be awarded on the basis of recognized competence and integrity.

School Board Policy#484 Policy: Vendor Relations; Issued 1992

The board shall give equal opportunity to all eligible vendors as each order will placed on the basis of quality, price, and delivery. Past services will be a factor if all other considerations are equal.

Vendors visiting the separate schools shall contact and secure the permission of the Principal's office prior to visiting professional staff members. Vendors' visitations to schools shall not be permitted to interfere with the normal instructional and learning process.

No person officially connected with or employed by the school system will be an agent for, or have any pecuniary compensation or reward of any kind from any vendor for sale of supplies, materials, equipment or service. Violations, by either school personnel or contractor representative, will be subject to disciplinary action as set forth by the board.
